Model C Front suspension

Model C Front suspension
I am restoring a 1956 Norman Model C autocycle (purchased on e-Bay and of uncertain parentage) and am perplexed by the front suspension. The steering head extends by about 30 mm more than usual below the bottom bearing and this means that the top and bottom suspension links are nowhere near parallel. The vertical separation of the links is about 240 mm at the steering head and 200 mm at the forks.
Does anyone know if the elongated steering head is original? I assume that this odd geometry of the suspension links cannot be correct, so that begs the question of whether I have the wrong steering head or the wrong forks.
Any ideas appreciated.
