Hello Trev.Welcome to Normanland. The Nippy you have is 50ccs and is fitted with a Villiers engine.Parts for these engines are still available unlike parts for some of the other engines fitted by the factory. The frame number is stamped on the left hand side down under and behind the engine. To start your beast you will need some petrol mixed with 2 stroke oil(synthetic or mineral will do)1 part oil to 20 parts petrol. If you have a spark at the plug and fuel there is a reasonable chance that it will go.There is not(as standard)an ignition switch, there is a cut off button fitted to the handlebar switch that controls the lights and horn. The cut off switch is the smallest button on the side of the switch, which should stop the engine when pressed. To start, switch on fuel and gently tickle the carb to flood it, with the throttle closed press down the choke control(this control opens automatically when you open the throttle) with the bike on the stand and in neutral(the middle position of the left hand handlebar control)start to pedal with the clutch lever out.You might need a tiny bit of throttle but remember as you open the throttle you will open the choke and you need a bit of choke until the engine is warmed up.All being well it should start.Have fun Paul
